[1.27] Resourceloader timing issue

Hello,

We are having some problems when using the bubble chart.

Issue: plot.srfjqPlotbubbleChartData is not a function, this is caused when the ext.srf.jqplot.chart.bubble.js file is not loaded completely.

It seems its going wrong in the resourceloader, it doesn't give the problem when loading the page without cache, when loading the page with cache, it shows the '... is not a function' error.
