Discuss Special page "SMWAdmin"

The Special page SMWAdmin does not appear if the group permissions are set to "false":

$wgGroupPermissions['*']['createaccount'] = false;
$wgGroupPermissions['*']['edit'] = false;
$wgGroupPermissions['*']['read'] = false;

I had to change the value to "true" in order to create the SMW database tables.
